I've killed 800 chickens and not one head so far. Is the heads plugin working?

It all depends... I do not know much about the heads plugin, but sometimes you get a lot of heads and sometimes you get none.

Yes, it could be that I am unlucky lately, but it could be that it isn't functioning right. However there are more important plugins to fix right now because all of them seem messed up.

Truth be told, something may be up with the heads plugin, especially since you have so many pig heads and almost no chicken heads. A lot of plugins have been going sour since 1.7, including the anti grief plugin and possibly the heads plugin.
